No, this distro is not dead, but is at the least in a state of "in between developing cycles", or you could just say momentary coma.

You do realize that the R10 is starting to get old, since it is based on Ubuntu 16.04 LTS. Still ok since it is a LTS release, but personally I think it would be better to find something else. Hopefully where there are more activity going on.
About the downloads, sorry I can not help you there. Best of luck further down your Linux path.
